The Distribution Engineering Manager will oversee a team responsible for the engineering, administrative and field support for the daily operations of the Construction Maintenance Department. The Distribution Engineering Manager will provide technical oversight in the maintenance, improvement, and expansion of the SCWA underground distribution infrastructure.

Description:

 

Responsibilities Include:

  • Manage a staff of 3 office based junior engineers and 2 field-based employees.
  • Provides engineering and technical support to staff in analyzing distribution system performance during construction/installation of water main. 
  • Aid in the preparation and design of replacement for capital improvement projects.
  • Responsible for oversight of all Hydraulic Modeling projects and maintenance.
  • Write, revise, and organize construction, maintenance and material contracts, and aid in the metrics to improve overall distribution system quality.
  • Develop special project designs and contracts, aid in the contractor selection process and provide technical support during construction of projects. 
  • Provide and maintain construction standards for the installation of water main in conjunction with AWWA, NYSDEC, NYSDHS, SCHD and SCDPW as well as other utilities standards, techniques, and laws for installation of water main. 
  • Resolve design and construction conflicts with other stakeholders as needed.
  • Develop drawings and design for horizontal directional drills that are beyond the scope of the annual contract. 
  • Review and approve state drawings for permit and grant applications. 
  • Develop approval packages for state aided jobs as well as develop, design, inspect and provide construction completion approval while working with Health Department to maintain state health standards. 
  • Coordinate with engineer of record for development of large service connections in need of flow/pressure improvements regarding main extensions, flow availability and other possible system improvements. 
  • Coordinate with other utilities and owner representatives for water main improvements on capital projects. 
  • Assist in the coordination of capital projects to be done in conjunction with municipalities public works projects. 
  • Conduct pilot studies to help investigate new construction methods and installation of remote monitor equipment. 

Qualifications:

  • 7 years in Engineering and/or Construction Maintenance required, 10 years preferred.
  • Professional Engineer’s License in New York State required.
  • Bachelor’s degree in Engineering, Construction Management, or related field required.
  • Working knowledge of public works, construction industry, underground utility construction techniques and laws, and engineering water supply experience.
  • Must have the ability to read and interpret construction drawings and understand contract documents. 
  • Proficient in MS Office, AutoCAD, ability to use GIS Systems, and hydraulic modeling software.
  • Excellent verbal, written, communication and organizational skills.

 

Salary for this position will be commensurate with experience within a range of $110-120K. The Authority may accept an equivalent combination of education and experience to meet the requirements.
