Summary:
The Suffolk County Water Authority on behalf of the Central Pine Barrens Commission is seeking an Enforcement Officer to assist in ensuring compliance and enforcement of applicable land use and environmental statutes, regulations and codes for specific Federal, state, regional, county and local agencies in the Central Pine Barrens. This position reports to the chief enforcement officer and coordinates the investigation of environmental crimes and violations in the Central Pine Barrens, such as vegetation clearing, solid waste dumping and illegal ATV use, with agencies and municipalities having applicable jurisdiction to ensure the protection of natural resources including, ecological, groundwater and surface water resources. The employee ensures that permit conditions, conservation easement requirements, relevant regulations and decisions by applicable agencies are upheld by both the public and private sector (including landowners, civic groups, user groups) through monitoring, compliance inspections and enforcement actions. (This position is part time, 22.5 hours a week, on average, and fringe benefits are not provided)

Description:

Responsibilities include:

  • Responds to and investigates land use and natural resource complaints and prepares written reports of findings.
  • Applies knowledge of state and local laws related to the work of the Central Pine Barrens Commission.
  • Monitors and conducts surveillance of areas of Central Pine Barrens areas experiencing high volume of violations.
  • Conducts compliance inspections of permitted land use activities and development projects in Central Pine Barrens.
  • Develops, revises and updates permitting, compliance monitoring, and complaint response procedures.
  • Assists with developing and implementing measures to mitigate, cease and prevent environmental violations.
  • Assists other regulatory and law enforcement agencies with environmental and land use complaints investigations.
  • Provides support to the Central Pine Barrens Law Enforcement Council.
  • Provides training to law enforcement and civilian personnel regarding Central Pine Barrens compliance and enforcement.
  • Provides investigative support to NYS Attorney General’s Office and local prosecutors regarding violations.
  • Tracks enforcement and compliance cases and produces monthly and annual reports.
  • Monitors conservation easements held by the Commission.

 

Qualifications:

  • Associate’s degree or higher preferred.
  • Minimum of five years' experience in law enforcement, code enforcement or prosecution, preferably related to environmental enforcement, environmental protection, or land use.
  • Strong knowledge of applicable State and local environmental protection, land use and related laws.
  • Ability to establish and maintain good interagency relationships among various levels of government.
  • Must possess excellent written and verbal communication skills and organizational skills.
  • Strong team player with high degree of initiative and leadership; ability to coordinate and participate in multi-agency teams.
  • Should have demonstrable experience in use of maps, photos, photographic equipment and related equipment.
  • Experience with using drones and possession of a UAV pilot license preferred.
  • Working familiarity with surveillance equipment preferred.
  • Computer knowledge and experience, especially with Microsoft Word and Excel spreadsheets, e-mail and the internet.
  • Knowledge of the Incident Command System (ICS).

Salary:

$27.20 per hour, 22.5 hours per week (part time position, no fringe benefits)
