Summary:
The Director of Production Control has oversight of all functions within the department, as well as the responsibility for operating/maintaining approximately 600 public supply wells along with their related treatment facilities. The successful candidate must ensure the water system, consisting of over 50 pressure zones, is optimally operating at all times. This position also ensures that all water entering the system is properly treated, and that all pumping and treatment equipment is maintained and functioning properly. This position oversees all activities of a management staff consisting of 14 field supervisors and approximately 85 union employees. This position directs all department functions to achieve regulatory compliance and department/company objectives. Other responsibilities include providing guidance on staffing and worker discipline, safety, departmental planning and budgeting, as well as identifying supply system and maintenance needs, providing input on strategic planning, capital improvements and infrastructure replacement, and enforcement of company policies and rules. This position will report to our Bay Shore location with a schedule of Mon-Fri, 8:00am-5:00pm but must also be available to respond to emergencies 24/7.

Description:

 

Responsibilities Include:

  • Manage operations and maintenance/construction activities for the department; direct operation and maintenance supervisors to achieve these goals.
  • Review water system operation and provide guidance to subordinates; ensure adequate supply in system and maintain treatment facilities so water meets all federal, state and internal drinking water standards.
  • Set priorities and identify supply system and maintenance needs and other departmental needs; provide direction to staff accordingly.
  • Provide input on strategic planning, capital improvements and infrastructure replacement and maintenance needs to Deputy CEO and Engineering department.
  • Enforce company policies and procedures.
  • Interface with other departments on operational and maintenance issues or other company matters.
  • Prepare annual operations and maintenance budget.
  • Review costs and expenditures and approve purchases.
  • Recommend distribution improvements to construction maintenance department.
  • All other duties as assigned.

 

Qualifications:

  • 7 years’ experience in water utility operations or related field required; 10-12 years’ experience preferred.
  • 5 years’ supervisory experience required; 7 years’ preferred experience.
  • Bachelor’s degree in science required; bachelor’s degree in engineering/technical field preferred.
  • NYS Water Treatment Plant Operator – Grade 1B required; NYS Water Treatment Plant Operator – Grade 1B, C and D preferred.
  • Knowledge of pumping and treatment systems, hydraulics, and chemistry.  
  • Knowledge of Supervisory Control and Data Acquisition Systems (SCADA) along with a variety of water related instrumentation and controls.
  • Be able to assimilate technical information.
  • Manage multiple and constantly shifting priorities. 
  • Good written and verbal communication skills. 
  • Good computer and project management skills.
  • Knowledge of budgets and basic utility finances. 
  • Knowledge of NYS Sanitary code and EPA drinking water regulations.
  • Basic knowledge of OSHA programs and safety protocols relevant to the industry. 
  • Good supervisory skills.
  • Basic knowledge of progressive discipline and rules in a union working environment.
