Summary:
The Suffolk County Water Authority is currently seeking a Director of Purchasing to manage and direct the purchasing department. The Director is responsible for receiving and analyzing bids, preparing contracts for public bid and make recommendations of selection to senior management. The candidate will be the sole point of contact for vendors and contractors during the bidding process.

Description:
The successful candidate will:
- Manage the employees of the department including Procurement Agents, and Union Clerical Support.
- Coordinate the public bidding process through constant communication with all Authority departments to provide input and ensure timely review of specifications and terms prior to bidding.
- Work under strict deadlines so contracts are presented to the Board Members and are executed for the purchase of products/services.
- Conduct public bid openings and thorough analysis of bids received, while maintaining communication with the appropriate departments.
- Prepare contract acceptance or rejection recommendation letters for monthly Board Meetings.
- Monitor all questions received regarding bids that are advertised to ensure that all inquiries are answered and posted in a timely manner.
- Review signed contracts received from contractors for completeness and accuracy regarding bonding, insurance etc. and take necessary action to address any discrepancies.
- Ensure adherence to SCWA Procurement Policy and legal guidelines.
- Act as the sole point of contact with vendors and contractors during the bid process until the SCWA Board makes an award.
- Regularly monitor active contract schedule to determine and communicate need for new bid solicitations or extension offers.
Qualifications:
- Bachelor’s Degree in Business Administration with 7-10 years purchasing and public bidding experience (utility experience preferred).
- Knowledge of Public Purchasing Standards, Prevailing Wage Laws, basic business law and insurance standards as they apply to contracts.
- Experience with Union contracts and training/development of staff members.
- Ability to multi-task and work under serious time constraints.
- Must possess strong verbal and written communication skills.
- Excellent computer skills; experience with SAP a plus
